Vision Zero in Leeds

Leeds City Council adopted its Vision Zero Strategy and action plan in September 2022 and will have had a year of working through its actions by the time of this presentation, which will comprise a brief update on progress, challenges and the approach taken.


Gillian MacLeod, Transport Development Services Manager, Leeds City Council and Chair of Leeds Safe Roads Partnership

Gillian MacLeod is a Chartered Civil Engineer with 30 years’ experience working in local government.

Her experience covers design, safety auditing and road safety education, training and publicity, and managing the implementation and delivery of Vision Zero across Leeds City Council.

Neil Hudson, Vision Zero Policy Manager, West Yorkshire Combined Authority

Neil Hudson took up his current post of Vision Zero Policy Manager at the West Yorkshire Combined Authority in February 2023. His remit is to introduce the West Yorkshire Vision Zero Strategy and manage the implementation of Vision Zero across the West Yorkshire area – including Leeds, Bradford, Calderdale, Kirklees and Wakefield.

Neil has been involved in many areas of policing for 16 years. He headed up the ANPR Operations Unit for West Yorkshire Police and have also had previous roles in training, tasking, intelligence and analysis.
