Making employers part of the Safe System: A walk through the Local Road Safety Partners’ Toolkit

The Driving for Better Business Team has developed a toolkit to support local road safety professionals in local government, police, and fire and rescue services engaging with businesses and organisations.

Launched regionally during summer 2025, Anne-Marie Penny will take delegates through the toolkit, highlighting the resources and providing examples of how some partners are already using the resources to help employers reduce their collisions and casualties.

Anne-Marie Penny has been a road safety professional since 2003. She was involved in a life-threatening motorbike crash in 1995 and her passion to reduce road crash casualties and the physical and mental trauma that results, stems from this experience.

After 14 years in the private sector Anne-Marie joined Kent County Council’s road safety team where she was the Road Safety Development Manager, and led on motorcycle safety, moving on to manage the Kent and Medway Safety Camera Partnership. In 2007 Anne-Marie completed an HND in Accident & Safety Management.

Anne-Marie has been a trustee of the Eastern Alliance for Safe and Sustainable Transport (EASST) charity working in Eastern Europe and South Caucasus facilitating cross-border projects on sustainable transport and road safety.
Working for National Highways since 2017, Anne-Marie leads the DfBB programme aimed at raising the standard of work-related road risk management.
