An international perspective on the use of two road safety technologies

This presentation presents an international perspective on the use of two road safety technologies - alcohol interlocks (‘alcolocks’) and Active Intelligent Speed Assist (A-ISA) - drawing on deployment from across the world, including North America, Australia and Europe. Delivered by global road safety technology providers Smart Start Inc., the presentation shares evidence, policy approaches and lessons learned from jurisdictions where these technologies are successfully embedded in road safety systems.

A focus will be placed on alcolocks and their role in reducing drink-driving re-offending when embedded within offender management frameworks and combined with rehabilitation programmes and compliance monitoring. International evidence will be used to examine legislative models, enforcement mechanisms and effectiveness.

The presentation also addresses the critical issue of speed, which is a factor in nearly 60% of fatalities, but is largely unaddressed in the Road Safety Strategy at present. It will set out how Active Intelligent Speed Assist could be used in the judicial system to tackle repeat and excessive offending.

Central to the presentation is how these technologies support behaviour change / driver mentality. Alcolocks, when integrated into offender management and rehabilitation programmes, reinforce accountability and habit change. Similarly, A-ISA systems influence driver behaviour and normalise compliance with speed limits.

It will conclude by outlining pathways for UK adoption, and our ongoing work with legislative changes, pilot schemes, and how collaboration can maximise road safety benefits.


Brandy Nannini, Chief Government Affairs Officer, Smart Start

Brandy Nannini is the Chief Government Affairs Officer of Smart Start. In her role, she designs legislative and media advocacy strategies, forms broad advocacy coalitions, implements legislative campaigns, and serves as a spokesperson and expert on impaired driving prevention in the United States and internationally.

Ms. Nannini has more than 30 years’ experience in impaired driving prevention with a career that began in the United States at the national office of Mothers Against Drunk Driving (MADD) and resulted in the passage of hundreds of state laws and several federal laws in the U.S. She opened MADD’s Washington, D.C. office and led the passage of the national effort to lower the BAC limit to .08. She also spent 19 years at the Foundation for Advancing Alcohol Responsibility (Responsibility.org) where she created and managed a 20-year public awareness program with state attorneys general, oversaw traffic safety programs, achieved passage of the Federal Multiple Substance Impaired Driving Prevention Act, spearheaded efforts to pass state laws and helped launch the National Alliance to Stop Impaired Driving.

She serves as a Board member for the Safety and Advocacy for Empowerment (SAFE) Coalition that works to pass ignition interlock laws in the United States. In 2025, she helped found the SteerSafe Partnership to establish laws requiring the use of active intelligent speed assistance legislation for persistent speeding offenders.

Ms. Nannini serves as the Senior Advisor for Safe Night LLC and is a member of the International Chiefs of Police Roadway Safety Committee. She also serves on the Board of Directors for the Washington Regional Alcohol Program.
