Dr Vivian Robert, Traffic & Road Safety Manager, Coventry City Council

Dr Vivian Robert leads the Traffic and Road Safety service at Coventry City Council, responsible for the city’s traffic, road safety and network management functions.

Vivian is responsible for translating national policy into local delivery, overseeing road safety programmes, speed management, traffic regulation and community‑led interventions, and advising elected members on transport investment and strategy.

Vivian has led major programmes including area‑based safety schemes, 20mph policy and delivery, Vision Zero initiatives and the piloting of new safety technologies.

Vivian has held senior leadership roles in the private sector and served as the Transport and Road Safety Lead for the Public Works Authority in Qatar, for FIFA World Cup 2022. Vivian represents the local highway authority perspective on delivering the National Road Safety Strategy in practice.

David Keaney, Traffic Manager, Coventry City Council

David Keaney is Strategic Lead for Network Management and the statutory Traffic Manager at Coventry City Council. He leads the Council’s Urban Traffic Management and Control (UTMC), Streetworks, Traffic Management and Road Safety services, with responsibility for delivering strategies that improve network performance, reduce congestion and enhance road safety.

David works closely with local authorities, transport operators, utility companies and regional partners to coordinate activity across local and strategic road networks.

He is passionate about collaboration, innovation and data-led approaches that support safer, more efficient and more resilient journeys for everyone who uses Coventry’s roads.
