Issues Local Authorities face when providing a School Crossing Patrol Service
This presentation will cover Lancashire's journey in providing its School Crossing Patrol Service, looking at the issues that the Authority faces in managing this much needed road safety function.
The presentation will discuss funding, staffing, management support provision and will highlight a recent 'Stop means STOP' campaign to improve driver behaviour, which ran after recent incidents where vehicles collided with school crossing patrol officers.
Tony Crook, Road Safety Manager, Lancashire County Council
Tony Crook is the Road Safety Manager for Lancashire County Council, a large Local Authority serving a population of over 1.5 million. He leads teams in Education and Engagement, Speed Assessment and School Crossing Patrol.
Tony wrote Lancashire’s Road Safety Strategy. He is Chair of the Delivery Group of the Lancashire Road Safety Partnership; he completed the 2023/24 review of the Partnership and wrote the terms of reference for both the Delivery Group and the Challenge Board.
Previously, Tony was a Strategic Manager with Lancashire Fire and Rescue Service, leading the Corporate Intelligence and Emergency Planning departments. He was additionally the National Fire Chief Councils Lead Officer for Road Safety and wrote the NFCC position statement on the Safe Systems. Tony is a Trustee for TyreSafe.
